Senior Leadership

Kenneth Munson
Chief Executive Officer

Kenneth Munson is the Community Care CEO. Prior to joining the organization in 2013, he held several roles leading large, complex nonprofit and governmental organizations.

He most recently served as a Regional Director of the U.S. Department of Health and Human Services where he represented the HHS Department Secretary on a wide range of health and social service issues in the six-state region of Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin.

Kenneth twice served as deputy secretary at the Wisconsin Department of Health Services in Madison, Wisconsin. He also previously served for five years as president and CEO of Children’s Service Society of Wisconsin, the largest private nonprofit child welfare agency in Wisconsin. During his time there he managed more than 80 programs including mental health, education and prevention programming at sites statewide serving 85,000 children and adults annually. Kenneth also held several positions in the city of Milwaukee government, including deputy director of administration, executive director of the Fire and Police Commission, and assistant city attorney. Kenneth earned a bachelor’s degree from the University of Wisconsin-Milwaukee and a Juris Doctor from the University of Wisconsin Law School.

Christy Smith
Chief Financial Officer

Christy Smith is the Chief Financial Officer at Community Care. With more than 30 years of experience in finance and auditing, she has held senior leadership roles in hospital systems and nonprofit organizations. Christy has bachelor’s degrees in accounting and business administration. In addition, she is a board member for a local warming shelter and an assistant treasurer for a Milwaukee-based church.

Edward Kohl
Chief Program Officer

Edward Kohl serves as the Community Care Chief Programs Officer. Ed joined Community Care in 2007, bringing with him more than 24 years of healthcare experience. He oversees each of Community Care’s programs and is integral to the organization’s expansion efforts. He has spent his entire career working at nonprofit, mission-based organizations that are dedicated to helping improve the quality of lives for those most in need.

Virginia Kramer
Chief Information Officer

Virginia Kramer is the Community Care Chief Information Officer. She is responsible for implementing and managing technology solutions for the organization.

Prior to joining Community Care, Virginia served as Chief Technology Officer and Chief Information Officer at MasterLink Corporation, a consulting firm, where she conducted strategic assessments of technological innovations for clients. Prior to that, she owned her own consulting firm and taught information technology fundamentals.

Virginia earned a bachelor’s degree in Marketing Arts and Business Administration from Mount Mary University in Milwaukee, Wisconsin, and holds an Advanced Technical Certificate in Networking from Waukesha Area Technical College. She is a member of the National Association of Professional Women, and a former member of the Cisco Technical Leadership Council.

Michael Garlie
Chief Compliance, Quality and Risk Officer

Michael Garlie is the Community Care Chief Compliance, Quality and Risk Officer. Mike joined the organization in 2006, bringing with him more than 20 years of healthcare experience in laboratory and hospital settings and as a compliance consultant to the healthcare industry. He has extensive experience managing the quality, risk and compliance programs at major hospitals within Southeastern Wisconsin. He is responsible for developing, implementing and maintaining Community Care’s programs, policies, and practices to ensure compliance with federal, state, and local requirements and applicable accreditation standards. He also oversees Community Care’s quality functions and safeguards the organization, its members, reputation, and assets by identifying and managing threats to the organization’s success. He is a member of the Health Care Compliance Association (HCCA). He is also a former combat medic in the U.S. Army Reserve.

Sherrice Harrell
Chief Administrative Officer

Sherrice Harrell is the Community Care Chief Administrative Officer. She is responsible for directing the human resources, marketing and communications, business development and facilities departments. Joining Community Care in 2008, Sherrice brings with her more than 10 years of progressive human resources experience in management, compensation and benefits administration, training and development, employee relations and recruitment in both the for-profit and nonprofit sectors. Sherrice has a bachelor’s degree in Health Services Administration and a master’s degree in Organizational Management.

Kelly Carter
Program Officer

Kelly Carter is the Community Care Program Officer. She joined the company in 1999 as a group home manager. She currently oversees Community Care’s PACE and Partnership programs. In 2014, Kelly was nominated to the National PACE Organization Board of Directors. As a registered nurse, she has held roles in both direct care and administration, including positions as site administrator and public health nurse at the Milwaukee Health Department. Kelly Carter is the Community Care Program Officer. She joined the company in 1999 as a group home manager. She currently oversees Community Care’s PACE and Partnership programs.
